And now I don't know what is blocking my L2TP VPN connection. I have tried upgrade to Windwith MediaCreationTool again. Nvidia drivers with "Perform a clean install" option checked.
And guess what? After October Update L2TP VPN is not working AGAIN. Yesterday I was able to connect to L2TP VPN, and I have nothing installed/uninstalled or changed in any configuration. Today I installed Windows 10 October Update. So I restored my Windows 10 from system image and made a video to send report to Nvidia. After a while I finally found that Geforce Experience is blocking L2TP connections, So I made system backup before starting to install programs. After Windows 10 and all drivers was installed, I tried to connect to L2TP VPN and it worked. I tried almost every single possible solution you can find on Google, but nothing helped. So I was unable to connect to L2TP connections, it always stuck on "Connecting to".
